SECTION A-1 – ADVERTISEMENT OF BID / NOTICE TO BIDDER
NOTICE IS ISSUED THOUGH THIS ADVERTISEMENT, THAT SUBMISSIONS OF SEALED BIDS ARE
INVITED BY THE OWNER FOR THE FOLLOWING PROJECT.

PROJECT: Gateway Head Start Learning Center
3050 Spruce Ave
Egg Harbor Twp, New Jersey
CONTRACT: Contracts shall be awarded in accordance with the requirements applicable law for the
scope(s) of work referenced. All minority and women-owned contractors are welcomed to bid on this project and are encouraged to do so. Contract(s) shall be awarded to the lowest qualified bidder or group of bidders utilizing AIA documents and shall be awarded for the following:
ONE LUMP SUM BID FOR THE WORK OF THE ENTIRE PROJECT
General Contractor. Include but not be limited to the following:
Project is to bid inclusive of Davis Bacon Prevailing Wage Conditions.
Performance bond and payment bonds are REQUIRED.
Bid to be submitted in Line Item format with costs for each Line Item.
AIA Document G702 and G703 (AIA Invoice) to be formatted and submitted with bid.
Contract will be AIA Document A101 – 2007. Copy to be submitted with bid.
Change orders to have a 10% mark up for subcontractors, & 10% mark up for the GC.
A project schedule to be included in bid package.
File for all required permits. Permit Fees to be paid by owner.
Any / All Police Protection required to be coordinated by GC, paid for by owner.
Coordination with all Utility Companies.
All bids are to be inclusive of all disciplines listed below. Disciplines listed below,
but not included in bid will cause said bid to be rejected.
Site Work: To include but not be limited to the following:
Install & Maintain Soil Conservation Measures for the duration of the project.
All required Survey work for all layout and “as builts”.
All “cut and fills”.
Excavation for Building Foundation.
All Basin work.
All Storm Drainage.
Sewer Tie in. New work to curb. City to make street connection.
Water Tie In. New work to curb. City to make street connection.
All curbing.
All sidewalks.
All Fence Modifications.
All Pavement cutting / repairs / coating.
All Pavement Striping.
All Parking Lot signage.
All Wheel Stops.
Site Lighting.
Building: to include but not be limited to the following:
Foundation per drawings by Nadler dated 11/8/11.
Install Mobile Units. Owner has purchased units.
Mobile Unit Mechanical Connections and Start Ups.
Mobile Units “marrying”: Drywall, tape and spackle, paint, ceilings patching, flooring.
Electric Service.
Furnish and Install Gutters and Down Spouts.
Install “Skirting” beneath building units.
Landscaping to be included as an Add Alternate:
Furnish & Install all Landscaping per drawings by Marathon.
Alternate Price #1:
Alternate standard Foundation with 1’x 2’ concrete footing with re-bar
CMU foundation with reinforcing.
2” “Rat Slab” in crawl space.
Alternate Price #2:
Alternate Prefabricated foundation on stone bed
2” “Rat Slab” in crawl space.
STARTING ON March 10, 2017, Bidders may obtain Project Documents. Bidders are to contact Mr. Dan Muller, 856-497-6661, dtmuller@gatewaycap.org to obtain construction documents.
Bids for the PROJECT shall be received by the OWNER at the following location;

Until the hour of 10:00 (A.M.) prevailing time on March 31, 2017, at which time a public bid opening will occur.
Bidders shall further note that an Addendum may be issued prior to the receipt of bids.
Bid submissions must be provided in a sealed envelope. On the outside lower right-hand corner of the envelope, the Bidder shall clearly mark the name and address of the Bidder and the Contract for which the Bidder is bidding. Egg Harbor Twp 3050 Spruce Ave Bid Request GC
Each Bidder shall be required to submit with his Bid Proposal a Bid Bond, drawn in the Owner’s name from a notable institution of banking, (a bank, trust, or surety company). Bidders may, in lieu of a Bid Bond, submit with their bid, a certified cashier’s check, drawn to the order of the Owner in an amount whose sum is equal to ten percent (5%) of the Base Bid, but in no case is less than $500.00 nor to exceed $20,000.00.
Upon award of the contract, the Contractor will need to furnish a performance bond for 100% of the contract price, as well as a payment bond for 100% of the contract price. Cost of bonding to be included in proposal.
The successful Bidder(s) shall be required to execute a Contract in the submitted AIA Forms for the performance of said WORK including the furnishing of all labor and materials as stipulated. In addition, the successful bidder shall be required to execute all required bonds as detailed in the Bid Documents, guaranteeing the performance of the Contract for the full Contract Price. The Contract and the Bonds shall be subject to the approval in form and content and execution to the Owner’s attorney.
No Bidder may withdraw his bid within Twenty ( 20 ) days after the actual date of the bid opening.
The Owner reserves the right to reject any and all bids and waive any informalities as the interest of the OWNER may require.
Bidders are required to comply with requirements of The New Jersey , Davis Bacon and NJ Prevailing Wage Act, Copeland Act, and Contract Work Hours and Safety Standards Act (40 U.S.C. 327-333).
Site Inspection
All prospective bidders are strongly advised to be present at a PRE-BID MEETING and site inspection:
