This Advertisement for Prequalification of Bidders document is for use on public projects in conjunction with Document 001153 "Request for Qualifications."

1.1                    NOTIFICATION

Revise "Notice to Prospective Bidders" Paragraph below to comply with Owner requirements for notification and conduct of public bidding.

A.             Notice to Prospective Bidders: Owner will receive sealed Submittal of Qualifications from contractors interested in submitting construction bids on Project(s) described in this Advertisement, until the time and date given below.

Retain "Regulatory Requirements" Subparagraph below and insert applicable references if qualification procedures are subject to special regulations.

1.              Regulatory Requirements: Head Start (An Office of the Administration for Children and Families Early Childhood Learning Center ECLKC) along with the applicable State of New Jersey bidding lawsshall govern submittal and evaluation of qualifications.

1.2                    PROJECT INFORMATION

 

A.             Project Identification: Gateway Community Action Partnership Head Start Early Education Center.

1.              Project Location:                                              1433 BACHARACH BOULEVARD

                                                                                                                             ATLANTIC CITY, NEW JERSEY 08401

                                                                                                                             Block 293, Lot 1

Provide brief description of Project scope and budget to give potential bidders information to help them decide if they will consider prequalifying for Project.

B.              Project Description:  Project consists of work including construction on two sites:

1.              The primary project located at 1433 BACHARACH BOULEVARD ATLANTIC CITY, NEW JERSEY 08401 is for an approximately 44,660 square foot three story plus penthouse building consisting of a steel framed composite concrete slab structure with brick veneer and metal panels exterior, located at 1433 Bacharach Boulevard, block 293, lot 1 for the use of an Early Head Start / Head Start day nursery, educational center and administration with landscaping and related site improvements. The first floor is above flood elevation and is slab on grade approximately four feet above the existing sidewalk supported on imported fill contained in retaining wall perimeter foundations. A Geothermal well field underneath the building serves the building connected to terminal water source heat pumps.

The existing site will have remediation and will be cleared prior to and separate to this project scope of work.  The building includes; play surfaced outdoor play areas both on grade and over occupy-able building areas with walled enclosures. 

The project will obtain LEED certification based on USGBC’s LEED 2009 for New Construction & Major Renovations.

 

2.              The secondary project located is located at the intersection of ARCTIC AVENUE AND TENNESSEE AVENUE shown on the Atlantic City tax maps as Block 320, Lots 7-20 and 22-24 and at the intersection of BALTIC AVENUE AND BAY STREET shown on the City tax maps Block 321, Lots 1, 3, 4, 8-11, and 22-27 of Atlantic City, New Jersey 08401. This project consists of two proposed asphalt pavement parking lots with concrete curbing, totaling 143 parking spaces. Each block will include its own storm water management water quality basins with supporting storm sewer pipe network on block 321. Site work items include site lighting, security fencing and landscaping improvements. 

The project will be a public bid single prime General Contractor with a prevailing wage workforce established under the Davis-Bacon Act and under the New Jersey Prevailing Wage Act, Chapter 150. 

All bidders are placed on notice that they are required to comply with all requirements of NJSA 10:5-31 et seq. and NJAC 17:27, Affirmative Action Regulations.

General Contractor and all sub-contractors shall be aware of the Sales Tax regulations governing non-profit corporations.  All bids shall exclude sales tax on all items that are tax exempt.

Revise first subparagraph below to indicate estimated construction cost.

3.              Project cost range is anticipated to be under $16 Million.

4.              Project is anticipated to be bid after 6/1/2015

5.              Project is anticipated to commence 7/6/2015

6.              Project is anticipated to be substantially complete no later than 12/23/2016

Revise sample subparagraphs below to correspond to the delivery system applicable to Project. Revise below if using construction management or design-build project delivery methods.

C.              Construction Contract: Prospective Bidders will prequalify for the following Work:

1.              General Contract (all trades).

1.3                    SUBMITTAL OF PROSPECTIVE BIDDERS' QUALIFICATIONS

Revise first paragraph below to suit Project. Retain submittal date and time consistent with local practices, such as practices recommended by regional AIA/AGC Joint Cooperative Committees.

A.             Owner will receive sealed Submittal of Qualifications until the time and date at the location given below. Owner will consider submittals prepared in compliance with the Request for Qualifications issued by Owner, and delivered as follows:

1.              Date: May 7, 2015.

2.              Time:  2:00 p.m., local time.

B.              Submittals of Qualifications will thereafter be evaluated by Owner and the names of the prequalified bidders will thereafter be published. Prospective Bidders' qualification information shall be considered privileged and confidential.

1.4                    PREQUALIFICATION CONFERENCE

A.             A prequalification conference for all prospective bidders will be held at on April 24, 2015 at 10:00 a.m., local time. All prospective bidders are recommended to attend.

1.5                    DOCUMENTS

Retain "Printed Prequalification Documents" or "Online Prequalification Documents" Paragraph below and revise to suit Project.

A.             Printed Prequalification Documents: Obtain after April 17, 2015, by contacting Owner. Submittal will be in the form of AIA Document A305, "Contractor's Qualification Statement," with supplemental attachments and affidavit described in the documents.

Revise "Online Prequalification Documents" Paragraph below if Owner may accept submittal of prequalification documents online.

B.              Online Prequalification Documents: Obtain access after April 17, 2015, by going to the GCAP web site at:  http://www.gatewaycap.org/. Submittal will be in the form of printed AIA Document A305, "Contractor's Qualification Statement," with supplemental attachments described in the documents.

1.6                    QUALIFICATIONS OF PROSPECTIVE BIDDERS

A.             Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.

B.              The completed Prequalification Submittal for each Prospective Bidder will be evaluated by Owner according to the following criteria, described in greater detail in the documents:

1.              Proper license under the laws governing their respective trade(s).

2.              Capacity to provide adequate Bid Bond, Performance Bond, Labor and Material Payment Bond, and Insurance in a form acceptable to Owner.

3.              Adequate financial resources, work-in-hand capacity, adequate organization, and acceptable past performance.

4.              Applicable experience of firm, including experience of Project and field management staff to be assigned to the Work.
